During April 2017, Mexico’s lower house passed a bill proposed by President Enrique Pena Nieto to approve the use of medical marijuana.
The bill overwhelmingly passed with a vote of 374-7 and now it goes back to President Enrique Pena Nieto for his signature to turn the bill into law.
The bill does not allow smoking marijuana, but directs the Health Department to “design public policies to regulate the medicinal use of this plant and its derivatives.”
The bill classifies THC as a therapeutic ingredient within cannabis. President Nieto supports legal weed and its decriminalization.
During 2009, the country decriminalized the penalty for having small amounts of marijuana.
Under the country’s health code, a person can have 5 grams of marijuana at one time to use for personal consumption.
The country decriminalized the possessions of small amounts of all major narcotics, including marijuana, cocaine, heroin, xtc, and crystal meth.
Anyone caught in Mexico with two or three joints or about four lines of cocaine can no longer be arrested, fined, or imprisoned.
However, police will provide the address of the nearest rehab clinic and advise the individual to get clean. During 2016, Mexico issued permits that allowed select individuals to import medical marijuana products.
Individual permits were also issued for the personal use and cultivation of marijuana.
However, once President Nieto signs the bill then the law will provide blanket protection for all medical marijuana patients in Mexico.
The bill also authorizes cultivation of marijuana plants for medical and scientific purposes; and legally permits the buying, selling, importing, and exporting of industrial products with a low THC concentration of 1 percent or less.
