The vast majority of arrests come from local police departments, where enforcement varies: In large cities, marijuana possession routinely makes up 5 percent or less of all arrests.
In tiny towns, marijuana possession accounts for one-third of arrests — and in some municipalities, weed is responsible for nearly two-thirds of all arrests.
